What is the NSW Home Energy Saver loan?

The NSW Home Energy Saver is a government-funded zero-interest loan of up to $15,000, repaid over up to 10 years, for NSW homeowners and landlords installing qualifying energy upgrades. The NSW Government committed $557 million to the program, split between $480 million for loans and $77 million for income-tested discounts administered by Creditex.

Finance providers Brighte and Plenti administer the loans directly. The program covers 13 categories of home energy upgrades, from rooftop solar panels and battery storage to heat pump water heaters and ceiling insulation. A separate discount of up to $4,000 is available for low-income households earning under $80,000 annually or holding a concession card.

How much can you borrow at zero interest?

The maximum loan is $15,000 at 0% interest, repaid in equal instalments over up to 10 years. That works out to a maximum of $125 per month or $1,500 per year, with zero interest charges added at any point during the loan term. There are no establishment fees, no ongoing fees, and no early repayment penalties.

Households with a combined income under $80,000, or those holding a Pensioner Concession Card or Health Care Card, can also apply for a discount of up to $4,000 through Creditex. This reduces the amount that needs to be financed. On a $15,000 installation with the full discount applied, the net loan drops to $11,000, bringing repayments down to roughly $92 per month over 10 years.

The loan funds flow directly to the approved supplier on completion of the installation, not to the applicant. Credit assessment is handled by either Brighte or Plenti and follows each lender's standard responsible lending obligations under Australian consumer credit law.

Who qualifies for the Home Energy Saver loan?

Standard Loan

Up to $15,000 at 0% interest over 10 years. Applicants must meet all 4 criteria: Australian citizenship or permanent residency, ownership of a residential dwelling in NSW (as owner-occupier or landlord), combined household income at or below $210,000, and installation through a NETCC-accredited supplier. The property cannot be social housing or short-stay accommodation.

Low-Income Discount

Up to $4,000 off the total cost, applied on top of the zero-interest loan. 2 additional conditions apply: combined household income must fall below $80,000, or the applicant must hold a current concession card such as a Pensioner Concession Card or Health Care Card. The discount is not automatic. Eligible applicants apply separately through Creditex, the NSW Government-appointed discount administrator.

What solar and battery upgrades does the loan cover?

Solar PV Systems

Rooftop solar panel installations using CEC-approved panels and inverters. The system must be installed by a NETCC-accredited supplier with SAA-accredited installers. Both new installations and upgrades to existing systems qualify.

Battery Storage

Residential battery systems paired with new or existing solar. Over half of NSW homes already have rooftop solar, making battery-only upgrades one of the most common uses of this loan across Sydney, Newcastle and Wollongong.

Other Energy Upgrades

Heat pump water heaters, reverse cycle air conditioners, ceiling insulation, induction cooktops replacing gas appliances, EV Level 2 chargers, ceiling fans, switchboard upgrades, and NatHERS energy assessments all qualify under the program.

Can you stack the loan with other NSW solar incentives?

The NSW Home Energy Saver loan stacks with 3 existing incentive schemes that operate independently of the loan application. Each applies to a different aspect of the installation or the energy savings it produces, and eligibility for one does not affect the others.

Small-scale Technology Certificates (STCs) under the federal Small-scale Renewable Energy Scheme reduce the upfront cost of eligible solar panel systems based on system size and postcode zone. The NSW Energy Savings Scheme (ESS) generates certificates from the energy savings a qualifying upgrade produces, typically claimed by the installer and passed on as a point-of-sale discount. The NSW Peak Demand Reduction Scheme (PDRS) applies to upgrades that reduce peak grid demand, including battery storage systems that shift consumption away from peak periods.

The loan covers both the qualifying upgrade and its installation cost, up to the $15,000 limit. Yes. The Home Energy Saver loan does not affect eligibility for STCs, ESS certificates or PDRS certificates. All 3 incentives operate under separate legislation and are assessed independently. An installation can qualify for all 4 simultaneously: the zero-interest loan plus the 3 stacking schemes. This can reduce the net out-of-pocket cost of a solar and battery system by thousands of dollars.
